Multi-Family—Requirements

Rebate Requirements
 A free walk-through rebate survey is required before a rebate application will be accepted.
 A rebate application and a signed contract or bid must be received and approved before installation. The City will issue a Letter of Intent (LOI) stating the rebate payments for which you are eligible. There is no commitment by the City nor will any payments be made before the LOI is issued.
 The building must qualify for a minimum rebate of $25.00 per building to participate.
 A rebate shall not exceed 100% of the product's installed cost.
 Any proposed rebate over $53,000 will require City Council approval before an LOI is issued. All rebate applications must meet Austin Energy's cost-effectiveness criteria before an LOI is issued.
 Rebate eligibility for each identified improvement will be determined by an on-site survey. Rebates for some measures may be prorated or not offered depending on the cost-effectiveness of each measure.
 Program participants are eligible for a maximum rebate of $200,000 per fiscal year. Funding is limited and is distributed based on the City of Austin's fiscal year, October 1st to September 30th.

Installation Requirements
 Existing properties have 90 days from the date of the Letter of Intent (LOI) to complete the installation. New construction and major rehabilitation projects have 240 days from the date of the LOI to complete the installations.
 An extension may be approved if Austin Energy's Multi-Family Program receives a written request stating the reason for delay prior to the expiration date of the LOI.
 All work shall be performed in accordance with all applicable manufacturer's instructions and recommendations. Additionally, all applicable requirements of the City of Austin building code, mechanical code, electrical code, plumbing code, and energy code and all federal and local laws and regulations for capturing, reclaiming, and disposal of ozone depleting compounds must be met.
 The City must be notified of and approve any deviation from the equipment or rebate categories as specified on the rebate application.
 Each energy-efficient measure you choose must be completed throughout the entire complex.
 Your maintenance staff or a contractor may perform most work. Air conditioning work must be performed by a person holding a valid Texas Air Conditioning and Refrigeration Contractors' License or by the licensed contractor's designee.

Inspection Requirements and Payment

  1. All work must pass inspection by Austin Energy's Multi-Family
    offering staff.
  2. After the installation, contact your Multi-Family offering representative for a final inspection and provide the following:
     All removed equipment stored in an orderly manner, ready for disposal.
     Removed equipment may not be reused or resold.
  3. Final invoices pertaining to the retrofit, stating the material and labor costs for each item.
  4. The contractor may be present at final inspection.
  5. Contractor must notify all residents at least 48 hours in advance for inspection purposes.
  6. If the apartment complex fails the first inspection due to non-compliance with offering guidelines and requirements, you have 15 days to make the required modifications. You are only allowed two inspections for each rebate application. Austin Energy shall not be obligated to make any rebate payment if the second inspection shows that applicable guidelines and requirements have not been met.
  7. Your rebate check will be sent to you four (4) to six (6) weeks from the date the inspection passed and all invoices have been submitted. All rebate payments will be made to the property owner, management company or to the apartment complex.

Funding
Funding is limited and is available only to Austin Energy customers on a first-come, first-served basis. The offering is subject to change without notice.
