Standard Loan Process
Requirements for Standard Loan Option 1
For Loan Option 1 you must install a new AC unit and make all energy efficiency improvements recommended by the Home Performance with ENERGY STAR® company.
Requirements for Standard Loan Option 2
For Loan Option 2 you select from the list of energy efficiency improvements recommended by the Home Performance with ENERGY STAR company.
Requirements for Air Conditioning and Heat Pump Systems
Austin Energy recommends that new air-conditioning units or heat pumps be sized to service either a minimum of 600 sq. ft. per ton, or that you have the participating company perform a load calculation to determine the size of the AC unit. Although Austin Energy provides recommendations for HVAC system sizing, it is the participating Home Performance with ENERGY STAR company’s responsibility to calculate and justify the sizing. Duct system performance testing is required and the AC equipment must meet the minimum SEER requirements. Both the AC condensing unit and evaporator coil must be replaced.
All work must be performed by a Home Performance with ENERGY STAR participating company.

2. Selecting a Participating Company
Choose a participating Home Performance with ENERGY STAR company from our list to perform a home energy analysis. Contact a participating Home Performance with ENERGY STAR company now.
Most participating Home Performance with ENERGY STAR companies provide a free energy analysis. The company provides recommendations and cost estimates for qualified energy efficiency improvements. Austin Energy recommends that you request bids from more than one company. Austin Energy requires all participating Home Performance with ENERGY STAR companies to provide a minimum one-year warranty on all materials, parts, and workmanship.
3. Approving the Work
The Home Performance with ENERGY STAR participating company will arrange for an Austin Energy inspector to review and approve the energy analysis and their bid estimates, and sign off on the proposed scope of work. Austin Energy submits the approved contractor bid to Velocity. The loan closing documents are finalized by Velocity. 4. Performing the Work
The Home Performance with ENERGY STAR participating company begins performing all approved work. Once all of the approved work is completed, the Home Performance with ENERGY STAR company will schedule a final inspection with Austin Energy.
5. Conducting the Final Inspection
The Home Performance with ENERGY STAR participating company will arrange for a final inspection by Austin Energy. Once Austin Energy inspects and approves the completed work, all parties (Austin Energy, the participating Home Performance with ENERGY STAR company, and you) will sign the final inspection report.
The Home Performance with ENERGY STAR participating company submits the final inspection report to Velocity. Velocity will contact you to sign loan documents (online or in person) and then they pay the Home Performance with ENERGY STAR company directly.
Resolving Post-Inspection
Problems
All participating Home Performance with ENERGY STAR companies are required to provide a warranty on all materials and workmanship for a minimum of one year from the date of the final inspection by Austin Energy. Home Performance with ENERGY STAR companies shall act as the manufacturer’s agent for all equipment, workmanship, and materials’ warranties. Home Performance with ENERGY STAR companies must provide customers with information regarding these warranties at the time of final inspection. After the one-year warranty has expired, Austin Energy will not intervene in customer and/or participating Home Performance with ENERGY STAR company liability disputes, claims, or demands by reason of voluntary participation in Residential Energy Efficiency programs.
