Bidder Qualifications and Requirements

These are the qualifications and requirements for bidding to provide various energy-efficiency related contracting services.

Select an opportunity that interests you:

Install high-efficiency air conditioning equipment, heat pumps, and electric water heating
Bidders must:

  • Provide a current certificate of insurance showing $500,000 minimum in general aggregate, combined single limit protection, including bodily injury and property damage. (Austin Energy must be listed as certificate holder.)
  • Hold a valid Texas Air Conditioning and Refrigeration Contractors License or have technicians under the supervision of a person holding a valid license. 

Note: If work requires a City of Austin permit, contractors must secure permit.

Install water heater timers
Bidders must:

  • Be registered to do business with the City of Austin.

Note: Timer specifications and performance requirements are subject to change based on Austin Energy’s product-related requirements.

Perform free home energy-efficiency work
Bidders must:

  • Be registered with the Travis County Clerks’ Office or the Texas Secretary of State for at least three years prior to bidding.
  • Have completed weatherization of at least one 100 homes, mobile homes, duplexes, and/or multifamily residences, with demonstrated experience in each of these areas:
    • Air filtration reduction, including duct system and house envelope air filtration measurement tests
    • Attic insulation installation
    • Solar Screen installation
    • Smoke Detector and/or Carbon Monoxide Detector installation
    • Minor energy-efficiency related repairs

Bidders must also own certain required equipment, which must be in safe operable condition and maintained in such condition throughout the contract term. The required equipment includes:

  • Air infiltration measurement equipment: The Energy Conservatory (formerly Minneapolis Blower Door) Model 3 or Model 4, or an Austin Energy approved equivalent
  • Smoke generator: Must produce thick white smoke by a non thermal chemical process
  • Digital Manometer (0-500 Pascals): The Energy Conservatory Model DG-3 or DG-700, or AE approved equivalent
  • A calibrated duct blower: The Energy Conservatory Series B Duct Blaster, or an Austin Energy approved equivalent
  • Calibrated flow hood: The Alnor Lo-Flo Balometer or TSI Accu-Balance, or an Austin Energy approved equivalent
  • Anemometer: Either a moving vane or a hot wire anemometer, to measure air velocity
  • Static Pressure Probes
  • Non-contact infrared thermometer

Install programmable thermostats
Bidders must:

  • Be registered with the Texas Secretary of State to do business in Texas and have been in business for at least three years.
  • Have experience with the installation of at least 20,000 direct control units or similar types of device on central air conditioners and electric water heaters.
  • Have experience with the installation of at least 20,000 load management type programmable thermostats in homes and businesses between 1998 and 2008.
  • Have experience providing demand response or load management services to an electric utility within the U.S between 1998 and 2008.
  • Have experience installing more than 2,000 load management type programmable thermostats within a calendar year for a U.S. electric utility.
  • Prove the ability and experience to manage and run a high volume 24-hour call center, which accepts, resolves, and dispatches as necessary customer complaints and equipment problems.
  • Have a fully functioning call center within 14 of receiving a contract
  • Have on staff (including by subcontract) a Texas-licensed electrician.

Bidders must:

  • Register with Austin Energy.
  • Provide a current certificate of insurance showing $500,000 minimum in general aggregate, combined single limit protection, including bodily injury and property damage. (Austin Energy must be listed as certificate holder.)
  • Attend an orientation held on the third Tuesday of each month.

Install solar photovoltaic systems
Bidders must:

  • Be North American Board of Certified Energy Practitioners (NABCEP) certified or present a communication from NABCEP stating at least one employee is qualified to sit for the NABCEP test. If not already solar NABCEP certified, contractor must earn certification within two years of registering with Austin Energy.
  • Must pass an Austin Energy exam.
  • Provide a current certificate of insurance showing $500,000 minimum in general aggregate, combined single limit protection, including bodily injury and property damage. (Austin Energy must be listed as certificate holder.)
